Organization for 3RINCs 2016

The 3R International Scientific Conference on Material Cycles and Waste Management is organized by academic societies of Asian and Pacific countries, including the Japan Society of Material Cycles and Waste Management (JSMCWM), Korean Society of Waste Management (KSWM), Society for Solid Waste, Chinese Society for Environmental Sciences (SSW-CSES), and other regional and global networks (cf. 3RINCs International Scientific Committee Members).

Ladies and gentlemen,

The Institute of Strategy and Policy on Natural Resources Prof_Dr_Nguyen_The_Chinhand Environment (ISPONRE) is an organization belonging to the Ministry of Natural Resources and Environment of Vietnam, performing the function of researching, advising and proposing strategies, policies, and plans on Natural Resource Management and Environmental Protection. ISPONRE has forged partnerships with many development organizations, research institutes, and universities in Vietnam and world-wide.

In recent years, our Institute has conducted many important activities such as: pioneering the implementation of Resolution No.24-NQ/TW of the 7th Conference of the 11th Central Party Committee of Communist Party of Vietnam on “Pro-actively responding to climate  change, enhancing natural resource management and environmental protection” as well as developing the National Strategy on Environment Protection to 2020 and visions towards 2030; the Strategy for Sustainable Exploitation and Utilization of Marine Natural Resources and Environment Protection to 2020 and vision towards 2030; and the National Strategy for Integrated Management of Solid Waste up to 2025 and vision towards 2050.

Today, as the amount, variety, and toxic levels of waste continue to increase, many countries around the world have sought to reduce, reuse and recycle waste (3Rs). In 2013, as the coordinating organization in Vietnam, the ISPONRE successfully hosted the Fourth Regional 3R Forum in Asia. Under the theme “3Rs in the Context of Rio+20 Outcomes – The Future We Want”, all delegates unanimously approved the Ha Noi 3R Declaration – Sustainable 3R Goals for Asia and the Pacific for 2013-2023.

Following on from the last Conference, with the cooperation and support from various agencies such as the Japan Society of Material Cycles and Waste Management (JSMCWM), the Korean Society of Waste Management (KSWM), the Society for Solid Waste, Chinese Society for Environmental Sciences (SSW-CSES), the United Nations Centre for Regional Development (UNCRD), the International Solid Waste Association (ISWA), the Institute for Global Environmental Strategies (IGES), the United Nations Environment Programme – International Environmental Technology Centre (UNEP-IETC), the Japan International Cooperation Agency (JICA), the Ministry of the Environment Government of Japan (MOEJ), the Viet Nam Environment Administration (VEA), the Department of Science and Technology under Ministry of Natural Resources and Environment (MONRE), the Department of Technical Infrastructure, and the Ministry of Construction (MOC), the Institute of Strategy and Policy on Natural Resources and Environment is organizing the 3R International Scientific Conference on  Material Cycles and Waste Management (3RINCs).

The 3RINCs Conference is an opportunity for researchers, experts, managers, businesses, non-governmental organizations and related private organizations to exchange, discuss, and disseminate scientific and technology information regarding 3R in order to promote the 3Rs Program, as well as to implement  the Hanoi 3R Declaration.

On behalf of the Institute of Strategy and Policy on Natural Resources and Environment, and on behalf of all organizers, I would like to take this opportunity to warmly welcome all of you.

I sincerely hope that there will be many initiatives and solutions unveiled in this Conference to promote 3Rs’ activities and positively contribute to the cause of environmental protection in general and to waste management in particular.
